Description

I called and left a voicemail Sept 17th but was advised to make an online report too. A woman from the homeless encampment on Manila between 38th and 40th pushed a cart down to the building 349 38th Street on the Manila Ave side of the building. There is the building's dumpster out and she started to throw her trash in the dumpster. Well, her trash bags broke :( and trash spilled.
She left the trash on the ground and left her shopping cart. I was going to get a broom and ask her to clean it up but she did not seem to be in a safe mental state for me to interact with her :( This is another example of how the trash and mess from the encampment is expanding down Manila Ave from the encampment.
**** THIS HAS BEEN CLEANED UP NOW BUT I WAS TOLD TO MAKE A REPORT ONLINE SINCE I TRIED TO CALL 311 may times and got recording so I left a vmail. ******
